VoltVerified grew out of the work law enforcement was already doing in California. We were seeing younger riders on faster devices, parents trying to figure out what their kids were riding, and officers sorting through device classifications and new laws. Our programs were built around those needs.
A young rider needs to understand the rules and be able to control the eBike. Parents need to understand the device, the law and whether their child is ready to ride independently. Officers need to know what they are looking at before they educate, cite or impound.
VoltVerified brings those people into the same safety effort instead of treating rider education, parent education and enforcement as separate projects.

Riders receive classroom instruction and hands-on skills training. Both are evaluated, and both are required for certification.

Officers learn how California defines eBikes, mopeds and other electric vehicles, what to look for in the field and which enforcement options apply.
A parent may know the advertised top speed without knowing the device class, legal restrictions, passenger rules or whether their child is ready to ride independently.
We explain the device, the rules and the skills their child is being asked to demonstrate so parents know what to reinforce after the course.
A community event can be useful, but a long-term program also needs trained instructors, consistent materials, records, diversion options and a way to repeat the training.
The instructor course and Agency Implementation System are designed so trained agencies can run the program locally without VoltVerified having to carry every event.
An agency can start with instructor training and build from there. This is the path we are using to help programs continue at the local level.

The early work dealt with the same issues we still hear about from agencies today: youth crashes, high-speed devices, parent questions, device classification and repeat violations. Those experiences helped shape the POST instructor course and V2RT. As more agencies have sent officers through the course, the focus has stayed on giving them training they can take home and use.
The instructor course and rider program are operating today. We are now putting more of the supporting pieces into a system agencies can use on their own.
The California POST-certified course covers eBike law, device classification, riding skills, enforcement, instructor methods and community training.
Youth rider courses are delivered at community events with trained instructors and parent involvement.
We are building the program setup, rider records, QR registration, diversion and data tools that agencies will need to manage the program locally.
Youth injuries, device speed, classification, rider education, state laws and better data are all getting more attention. These sources are worth watching as that work develops.
