How the program works
A classroom lesson followed by real riding.
Students first learn what is expected. They then practice those decisions and skills in a controlled environment before completing an evaluation.

The Huntington Beach model
Putting the program into practice.
The Huntington Beach model brings the police department, schools, students and parents into one training process. Students receive the classroom foundation, complete the written assessment and then demonstrate their skills on the bike.
The format gives the school a clear standard, gives parents direct feedback and gives law enforcement a consistent education pathway that can work alongside local policy and enforcement.

VoltVerified rider-training programs are supported by law-enforcement instructors trained through VoltVerified’s California POST-certified eBike Instructor Course. That network helps communities build local capability while maintaining a consistent training standard.
Planning a program
Questions schools and families usually ask.
What ages or grade levels can participate?
The program can be adapted for K–12 settings, with most riding programs focused on students who already operate or are preparing to operate an eBike. Grade levels, group size and riding experience are reviewed during planning.
How long does the training take?
A full training model can include approximately 40 minutes of classroom instruction and written assessment followed by an 80-minute hands-on session. Larger events may use multiple groups or sessions.
Do parents participate?
Parent participation is strongly encouraged and may be required by the local program. Parents learn the same laws and expectations and receive direct feedback about their rider’s performance.
Do students bring their own eBikes?
Bike and equipment requirements are established with the school before the event. When students use their own device, instructors can also address controls, fit and device-specific concerns during the training.
What happens if a student does not pass?
The rider receives feedback on the knowledge or riding skills that need improvement. The goal is to give the student a clear path to practice, return and demonstrate the standard successfully.
How does the program address illegal or modified devices?
The classroom portion covers California device classifications and common legality concerns. Training or certification does not convert an illegal device into a legal eBike; families receive clear information about the issue.
Can the program support a district policy, permit or diversion process?
Yes. VoltVerified can work with schools, cities and law-enforcement agencies on implementation options, including recurring training, verification, permit programs and education-based diversion pathways.
